INFORMATION ABOUT THE APPLICANT
I.Vekua Scientific Institute of Applied Mathematics is the
part of Tbilisi State University and was founded in 1968 by Academician I.Vekua. The Department of System Programming was founded
in 1973 and leaded by Professor J.Antidze, which is
still head of this department. The main aim and activity of the Department is
directed towards the promotion of scientific activity in Computer programming,
emphasizing the exploitation of existing computer technique, popularization and
teaching modern methods of programming to the University students. There were
many scientific projects accomplished at the above mentioned department, but we
will underline only the projects, which are connected whis
the project. These projects were directed towards the popularization of
computer programming and training of students in this field. These projects
are: The creation and placement in the Internet of Information database for the
University and teaching University students and lecturers how to use Internet,
this project began in 1997 and was successfully accomplished in 1998, about 300
students and lecturers learned how to use Internet. This project was financed
by Eurasia Foundation and because of great input in popularization and
development of Internet use in Georgia, this project was elected as very
successful by the Foundation. The other project was the creation of
English-Georgian automated computerized dictionary and its placement in the
Web, which became popular and has also success among the users.
Every year students have
the practical training in Programming at the department of System Programming,
the staff consist of highly qualified computer specialists, which
systematically give lectures and facilitate the practical work of students from
different faculties of the University. The experience of teaching of the staff
will guarantee the successful accomplishment of the project.
DESCRIPTION OF THE PROJECT
Problem description: Any significant improvement in
Georgian education has been hampered and impeded by the crisis that affects all
segments of the country’s life and secondary by the current education system
that follows the Soviet model. The state budget for the sector is only 5% of
what it had been even in 1989. Within the same span state has undertaken a
number of important steps to improve the system, but despite these measures,
there has been little if any significant improvement in the total situation.
Due to political changes, on the way of political stability and democracy,
growing awareness of the importance of focusing on education, world-wide
tendency emerges, that the main institutions providing the education take
responsibility to provide high quality education in the regions, with
restricted access to the educational materials, not adequate infrastructures,
problems with electricity(supply of electricity is restricted), lack of
affordability of the private education, with no awareness of the importance and
potentialities of computer education. The young population of such
regions(mountain regions of Georgia)is the target of the project. The youth of
such regions has not access to normal education, schools lack modern
technologies.
The purpose of establishing
of the “School on the wheels” is to provide valid, reliable education in high
mountain regions of Georgia, to increase the awareness of population about
necessity of education and to promote students to learn more and in case of
success and interest to continue their education at the University and return
to their region to provide education for the younger population(training the
trainers). The attraction of the students, their motivation and ongoing support
is an important element of the project. The result of superficial investigation
showed big interest of target region school teachers and students, to learn
more about computer technologies. The other important aspect of the project is
to retrain the local staff and widen their perspectives by bringing new
teaching and learning methodologies to be used. We can count on great support
of school staff and of the Ministry of Education.
Three man groups consisting
of staff members of University will be sent to the schools(one week in every
school). They will create the 20 person classes from school students and teach
them by special program how to use the computers for education and development.
The classes will be created and work plan will be developed together with
Ministry of Education and the Administrations of the schools. For the
development of the project we will need 3 notebooks(easy to transport, in case
of electricity problems can work on battaries), and
the funds for travel. Teaching program is attached to the project.
WORKING PLAN
The duration of the project
is one year. 32 schools from mountain regions will be chosen as a target of the
project. We took 32 schools to reduce the project cost (in case of success in
fundraising, the number can be increased). For one segment (3 month) 8 schools
will be visited. In each school three teacher will work for one week, 8 hour
every working day. The lessons will follow special program created for the
project. In each school 20 students will be chosen. During the project,
according to the program used for the project, the new book for the school
children will be created, copied and distributed among the students(without any
charge). The director of the project- Proffesor Jemal Antidze is head of the
Department of Systems Programming at the Institute of Applied Mathematics,
Tbilisi State University. He has significant experience and expertise in
implementation and development of educational projects. His role in the project
is to lead and monitor the project, as well as directly participate in the
educational process and liaise between academic staff and the Ministry of
Education.
EXPECTED RESULTS
At the end of the year 600
students will have accomplished the course, the most successful students will
get certificate and will be encourage to continue education, and become
educators in their villages.

A lecture will be intend for 20 schoolboys and one exercise for 5 schoolboys, becose of overall of hours is 9 hours for lectures and for
exercises 4*12=48. total hours is 57. One teacher will give 19 hours.
